Temporary Office Accommodation

Track Consulting was appointed as the Employer’s Agent to manage, on behalf of the SPV, the construction of a temporary office accommodation building within a secure environment.

Over a two-year period, Track managed the scheme from concept and design stages, through to the management and completion of construction works. Track was also retained to monitor and manage the rectification of defects for the first 12-month period.

London Fire Stations

Following the works completed at Preferred Bidder stage, Track Consulting was appointed as Employer’s Agent for Blue3 (London) Limited to oversee the construction of nine fire stations. These buildings replaced and updated some of the capital’s oldest fire stations, to meet the needs of a 21st century fire and rescue service.

Over the two-and-half year build process, eight stations were completely re-built on their existing sites and one built at a new location. The new stations included innovative energy efficiency features and achieved an ‘excellent’ BREEAM rating.

HMP & YOI Parc, Bridgend (Phase 2)

Following the successful provision of the Phase 1 expansion, Track Consulting was appointed in the role of Employer’s Agent for Bridgend Custodial Services to oversee the Phase 2 expansion project at HMP & YOI Parc, Bridgend.

The Phase 2 works began in 2013 and completed in 2015. These works included the construction of a new Houseblock, gatehouse, vehicle lock, and visitors’ centre, as well as the provision of a new car park, outer security wall, and alterations to two existing buildings.

Gloucester Fire Stations

Track was appointed as Employer’s Agent for the Gloucestershire Fire & Rescue Service’s project to create four new PFI fire stations and a Community Life Skills Centre across Cheltenham and Gloucester.

Track was responsible for the overall contract administration, coordination, and liaison with all members of the project team. The project was delivered to an extremely high specification and set new standards in fire and rescue facilities in terms of space, function, and aesthetics.

Track was awarded a commemorative plaque by Gloucestershire Fire & Rescue Service in recognition of their contribution to a successful project.

West Yorkshire Police Authority

Track acted as interim SPV Management for the West Yorkshire Police Authority scheme. This project saw the development of two new local divisional headquarters (DHQs), custody suites, and a specialist operational training facility.

Track’s role included the forging of initial relationships between major parties, and establishing key contractual processes for the successful management of the scheme, including the sign off of a number of major variations.

HMP & YOI Parc, Bridgend (Phase 1)

Track Consulting was appointed to project manage this major custodial project to provide a new 324 bed house block. The project also involved an extension and refurbishment to the existing accommodation within the prison. The construction was sustainable with ground source heat pumps and achieved an ‘excellent’ BREEAM rating.

Schools in St Helens

Track Consulting was employed as the construction phase project manager on behalf of the SPV on this BSF scheme, which included a large-scale extension to and refurbishment of two existing secondary school sites. Track’s role was subsequently extended to include interim operational SPV management.

Garret Anderson Centre

Track was employed as the construction phase project manager on behalf of the SPV for this specialist medical centre. The new-build Garret Anderson Centre included theatres, an emergency unit, short stay unit, radio diagnostic facilities, and inpatient and outpatient facilities spread over four floors.

The project brought with it a number of management challenges as the centre was built on a tight site, which was linked to a fully operational hospital facility. Detailed planning and coordination with the existing hospital were essential factors in the successful completion of this scheme.

Hadley Learning Community

This education project incorporated several aspects: a secondary school, primary school, school for children with specific learning difficulties, school for children with behavioural problems, a nursery, and community facilities. This state-of-the-art educational facility was delivered to high praise. Track’s role was to represent and report back to the SPV on all aspects of the build. Because of the multiple functions of the facility, the successful development and management of relationships was critical to delivery.

North Wales Cancer Centre

This innovative cancer centre was sited at the Conwy & Denbighshire NHS Trust site in Bodelwyddan to serve the population of North Wales. The works took place on a busy hospital site, which continued to deliver patient care. Track’s clerks of works were integrated with the site team to help deliver a facility that set new standards in the treatment of oncology.

Ysbyty Cwm Rhondda

Track Consulting was appointed as project manager to support an experienced client in the provision of this substantial hospital. Track was responsible for design team appointment and management through the 24-month design and construction stages. Following completion of the main scheme, Track Consulting was approached to take full control of post-contract works requested by the NHS Trust.
