It has recently been announced that Interserve’s E4L consortium has been successful in winning preferred bidder status on Leeds BSF. Track Consulting, through Mark Pearce, is the LEP General Manager, leading the team.
Project Information
The Leeds BSF Project is amongst the first wave of the government’s Building Schools for the Future” programme. This is the largest single capital investment in schools for over 50 years. The aim is to rebuild or renew every one of England’s 3,500 state secondary schools during the 15 year lifetime of the £45 billion programme.
A Local Education Partnership has been created between Environments for Learning (E4L), Leeds City Council and Partnerships for Schools. Track has been appointed to carry out the LEP General Manger role for the duration of the project.
The initial Schools that are being replaced are split between three phases, phase one includes 5 schools, 2 design & build and 3 PFI schemes. All 5 schools will be open for September 2008. Phase 2 has 5 schools, 3 design & build and 2 PFI schemes, opening September 2009. Phase 3 has 4 schools all design & build opening September 2010.
In addition to the schools projects, all capital schemes over £100,000 will be procured via the LEP, initially 2 leisure centres have been identified to be procured as PFI schemes for December 2009.
Track were appointed to run the LEP due to our experience of working with public sector bodies, our recent relevant schools experience and importantly our ability to demonstrate independence and an even-handed approach between the private E4L Consortium & Leeds City Council
