London Fire Brigade Property PFI Project

Following the works completed at preferred bidder stage, Track Consulting were appointed as Employer’s Agent for Blue3 (London) Limited to oversee the construction of 9 fire stations. These buildings will replace and update some of the capital’s oldest fire stations  to meet the needs of a 21st century fire and rescue service.

Over a two and half year build process, 8 stations will be completely re-built on their existing sites and one built at a new location. The new stations will include innovative energy efficiency features  and all will achieve a minimum ‘Excellent’ BREEAM rating.




HMP & YOI Parc Phase 2 Expansion

Following the successful provision of the Phase 1 expansion , Track Consulting were appointed in the role of Employer’s Agent for Bridgend Custodial Services to oversee the  Phase 2 expansion project at HMP & YOI Parc, Bridgend.

The Phase 2 works began in 2013 and will include the introduction of a new staff car park, a new Houseblock with  387 additional prisoner places as well as the provision of a new Workshop/Education Block, an Entry Building and Vehicle Lock, a Visitor Centre, outer security wall works and alterations to the existing Entry and Kitchen buildings. This scheme is a BIM project and the Houseblock is designed to achieve BREEAM ‘Excellent’ status.


London Fire Stations Preferred Bidder

Track were appointed in the role of project manager to help facilitate financial close for the construction of 9 new build PFI fire stations across 8 separate authorities within London. The new facilities will replace existing stations and enable London Fire Brigade to efficiently meet the needs of their workforce.

Track were instructed with the management of the Contractor’s Proposals during the preferred bidder stage, working alongside the key contractors and sub contractors. Track have subsequently been awarded Employer’s Agent role for the construction phase of this project.


Gloucester Fire Stations

Track were appointed as Employer’s Agent for the Gloucestershire Fire & Rescue Services’ project to create four new PFI fire stations and a Community Life Skills Centre across Cheltenham & Gloucester.

Track were responsible for the overall contract administration, coordination and liaison with all members of the project team. The project was delivered to an extremely high specification and set new standards in Fire & Rescue facilities in terms of space, function and aesthetics.

Track were awarded a commemorative plaque by Gloucestershire Fire & Rescue Service in recognition of their contribution to a successful project and to demonstrate their gratitude.


St Helens BSF

Track were appointed as Operations Manager for the Local Education Partnership in St Helens. This role included the project management and administration of two secondary school construction projects  as well as an operational management role.


Sandwell BSF

Following their announcement as Preferred Bidder in spring 2008, the Environments for Learning consortium requested that Track Consulting undertake the new project development role on the Sandwell BSF project.

Track Consulting were required to put the necessary processes and procedures in place to ensure the successful delivery of the non-sample schemes.


HMP & YOI Parc Phase 1 Expansion

Track Consulting was appointed to carry out this major custodial project to increase the bed complement at Parc Prison Bridgend by over 324 beds. The project involved not just building a new house block but also extending and refurbishing the existing accommodation within the prison. The construction was sustainable with ground source heat pumps and an “excellent” BREEAM rating.

Track Consulting’s role was to act as Employer’s Agent for Bridgend Custodial Services. The equity partners were Innisfree and Global Solutions.


Garret Anderson Centre

Track Consulting were employed as construction phase project managers on behalf of the Special Purpose Vehicle. The new build Garret Anderson Centre includes theatres, an emergency unit, short stay unit, radiodiagnostic facilites, inpatient and outpatient facilites spread over four floors.

The project brought with it a number of management challenges as the center was built on a tight site, which was linked to a fully operational hospital facility. Detailed planning and coordination with the existing hospital were essential factors in the successful completion of this scheme.


Hadley Learning Community

This single education project incorporated several phases included a secondary school, a primary school, a school for children with specific learning difficulties, a school for children with behavioural problems, a nursery and community facilities. This state of the art educational facility was delivered to critical acclaim. Track Consulting’s role was to represent and report back to the SPV on all aspects of the build. As a result of the multiple functions of the facility, the successful development and management of relationships was critical to delivery.


Leeds BSF

Track Consulting was appointed by the Environments for Learning consortium to assist in reaching Financial Close. Having successfully reached Financial Close, Track Consulting was asked to provide services to the Local Education Partnership (LEP) including the general manager, construction project manger and new project development manager roles.

Track Consulting delivered a number of PFI and D&B projects including two leisure centres that were developed through the LEP.
